Alliance’s Bold New Hires & HarmonyCares’ C-Suite Overhaul

The National Alliance for Care at Home has strengthened its advocacy team with two key appointments. Hillary Loeffler joins as vice president of policy and regulatory affairs, bringing nearly 20 years of experience from the Centers for Medicare & Medicaid Services (CMS), where she served as a senior advisor in the Office of Legislation. Loeffler remarked, “After two decades of advancing our American health care system through direct service at CMS and other legislative and regulatory bodies, I am energized by the opportunity to join a powerful membership association that fights for what I know is high-quality care, delivering value to both patients and families as well as our health care system.”
Alex Hartzman has been named the Alliance’s first vice president of research and analytics. In his previous role at NORC Health Care Strategy at the University of Chicago, Hartzman led analyses of the home health Patient-Driven Groupings Model (PDGM) and conducted a value-of-hospice study. He commented, “There is an increasing need for high-quality data that highlights the value of care at home within our health care system. I look forward to bridging that gap to advance high-quality, high-value care on behalf of the Alliance and its members.” Hartzman started in late April, while Loeffler began her role on May 19.
Scott Levy, the Alliance’s chief government affairs officer, noted, “We are proud to welcome two of the top talents in the care-at-home community to the Alliance advocacy team. With Hillary’s strategic vision and Alex’s data-driven insights, we are better equipped than ever to lead the care-at-home industry in advancing public policy that promotes quality and expands access to care.”

Home Care Elevates Franchise Development Leadership
Home Helpers Home Care has promoted Clay McKee and Bobby Kelley to vice presidents of franchise development. In these roles, both will steer strategic initiatives to grow the franchise’s national presence. McKee stated, “Being part of a company with a strong mission and significant growth potential excites me. Bobby and I are not just focused on awarding franchises; we’re also exploring new opportunities and finding innovative ways to expand Home Helpers.” CEO Emma Dickinson emphasized that their promotions reflect “their commitment to our mission and the ongoing success of our world-class franchise community.” Founded in 1997, Home Helpers operates in over 1,500 communities across 40 states, providing in-home care services to seniors and others in need.

HarmonyCares Expands Executive Team as It Scales In-Home Care Model
HarmonyCares has enhanced its leadership roster to support its risk-based, in-home primary care model. Heidi Johnson joins as chief people officer, bringing over two decades of human resources expertise, including talent acquisition and management. Brooks Newman becomes chief legal officer, leveraging more than twenty years of experience in developing care models for public and private partnerships; he most recently served as chief Medicare and Medicaid compliance officer for a national health plan. Dan Santmyer has been appointed chief actuarial officer, drawing on over 30 years of actuarial experience in managing risk for health payers and providers. Additionally, Shannon Adams has been promoted to chief experience officer; in this position, she will oversee strategic initiatives to enhance both patient and employee experiences. HarmonyCares CEO Matt Chance said, “Each of these leaders brings deep expertise, fresh perspective and a shared commitment to providing compassionate, high-quality care to those who need it most. Their collective contributions will be crucial in ensuring we have the right people and processes to support sustainable long-term growth.” HarmonyCares, based in Troy, Michigan, now delivers in-home primary care services in 14 states and employs more than 200 primary care providers.
Homecare Pro Appoints Industry Consultant as Advisor
Homecare Pro has named Kristen Duell, CEO of Momentum Healthcare & Technology Consulting, as an advisor. Duell will influence Homecare Pro’s product strategy to reduce administrative hurdles for home care agencies, emphasizing growth and care delivery improvements. Momentum Healthcare & Technology Consulting, headquartered in Tampa, Florida, assists home-based care agencies in optimizing operations, refining marketing approaches, and adopting technology solutions for sustainable expansion. Duell commented, “Homecare Pro’s technology is purpose-built to remove the administrative obstacles that home care agencies face daily. By streamlining compliance, reducing costs and improving workforce management, Homecare Pro enables home care teams to focus on what matters—caregivers and clients. I’m excited to help further its mission to drive meaningful impact across the industry.” Seattle-based Homecare Pro provides a platform focused on caregiver onboarding, credentialing and HR compliance for home care providers.
Frederick Health Selects New President and CEO
Frederick Health, a Maryland-based health system, has appointed Dr. Cheryl Cioffi as president and CEO effective July 1. Cioffi, who has served as Frederick Health’s chief administrative officer, brings nearly 30 years of healthcare leadership experience. In her new role, she will concentrate on improving patient care, strengthening community partnerships, ensuring financial stability and driving innovation and growth. Current president and CEO Tom Kleinhanzl will retire on October 31. Daryl Boffman, vice chairman of the board and chair of Frederick’s executive transition committee, stated, “Cheryl is the right leader to guide Frederick Health into the future. She has the strategic vision, operational expertise and leadership experience that make her the ideal choice for this role.” Frederick Health offers a comprehensive range of services—including hospital care, medical group services, employer solutions, home care and hospice—to residents of Frederick County, Maryland.

Northwell Health Announces Succession Plan
Northwell Health’s long-serving president and CEO, Michael J. Dowling, will step down on October 1 after 23 years at the helm. He will assume the title of CEO emeritus, serving as an advisor. Dr. John D’Angelo, currently vice president of Northwell’s central region, will succeed him. D’Angelo has been with Northwell for over 25 years, originally as an emergency medicine physician before moving into leadership roles. “It has been an extraordinary privilege to lead Northwell through a time of unprecedented growth and clinical transformation,” said Dowling. “I look forward to partnering with Dr. D’Angelo in the coming months to ensure a seamless transition into what will be an exciting new chapter in Northwell’s 33-year history.” As central region president, D’Angelo oversees a network serving 2.8 million residents across western Nassau County and Queens, New York, including six hospitals, over 270 ambulatory locations and 24,000 employees. He previously managed emergency medicine services for 18 EDs and a network of 60+ urgent care centers. “I am humbled and honored to be chosen to succeed Michael Dowling as president and CEO of Northwell,” D’Angelo said. “I am committed to building on his legacy and vision that transformed Northwell from a Long Island–based health system into a regional and national leader in health care.” Northwell Health is the largest non-profit health system in the Northeast, serving New York and Connecticut through 28 hospitals, over 1,000 outpatient facilities, 22,000 nurses and more than 20,000 physicians.
